Programme Objective

  • To share with members on corruption and inducements from both the legal perspective and ethical perspective;
  • To provide an overview on the recently issued Audit Practice Bulletin 2 of 2017 Compliance with Ethics Pronouncements on Anti-Money Laundering and Countering the Financing of Terrorism
  • To update members on current developments for Ethics Pronouncement 100 and provide insights on pertinent issues; and
  • To share with members on international developments on ethics

Training Methodology

Presentation style with each of the speakers taking turns to present. There will be a Q&A session after all the presentations during which the speakers will address any pertinent questions from the audience arising from the earlier presentations.

Programme Facilitator(s)

Kwok Wui San

Wui San is a Partner at PricewaterhouseCoopers Singapore. He heads its Regulatory Advisory Services practice, which provides specialised regulatory services primarily to the financial services industry. He is the Chairman of the ISCA Ethics Committee. The ISCA Ethics Committee aims to enhance public trust and confidence in the accounting profession in Singapore. He had served as the Deputy Chairman of the International Ethics Standards Board for Accountants, an independent global standard-setting body that sets international ethics standards, including auditor independence requirements, for professional accountants worldwide.

Tan Seng Choon

Seng Choon has more than 25 years of audit experience working with EY London and Singapore office. He has audited multinationals, public and private companies and statutory boards across a diversified range of industries. These include Real Estate, Construction & Hospitality Technology, Resources & Transportation and Consumer Products. He also has experiences in IPO and following due diligence projects.

Seng Choon holds a Bachelor of Accountancy (Second Upper Division) and is a Chartered Accountant and fellow member of the Institute of Chartered Accountants in England and Wales. He is also a Chartered Accountant and member of the Institute of Singapore Chartered Accountants (ISCA). His other appointments and experiences include :

  • EY ASEAN Regulatory & Public Policy Partner from Oct 2010 – Jun 2016
  • ACRA Practicing Monitoring Sub-Committee Member till 2016

Hamidul Haq

Hamidul Haq joined Rajah & Tann LLP as a Partner in 2006 after his extensive experience with the Commercial Affairs Department and the Attorney-General’s Chambers. His involvement bolstered the Commercial Litigation Practice in its strength and dominance in the legal circle, particularly in the area of securities law, business crimes, fraud and commercial litigation practice. He now gives advice to corporate and individual clients in these areas, as well as advice on anti-money laundering matters. Prior to joining Rajah & Tann LLP, Haq was a Deputy Senior State Counsel/Deputy Public Prosecutor of the Criminal Justice Division, Attorney-General’s Chambers dealing mostly with white collar crime in the corporate and securities space. His work included dealing with civil penalty actions for market misconduct under the Securities and Futures Act.

Caroline Lee

Caroline is a partner of KPMG LLP in Singapore. She started her professional career working mainly on audits of clients in the financial services industry. After the collapse of Enron and an increased global focus on auditor independence, Caroline took charge of KPMG’s Risk Management Department in Singapore and established processes and control procedures to strengthen ethics, independence, quality control systems and regulatory reporting amongst other things. Since March 2015, Caroline took on the regional role of Head of Quality & Risk Management, Asia Pacific. Caroline has been on the International Ethics Standards Board for Accountants (IESBA) since January 2017. IESBA is an independent global standard-setting board that develops and issues, in the public interest, high-quality ethical standards and other pronouncements for professional accountants worldwide. Through its activities, IESBA develops the Code of Ethics for Professional Accountants, which establishes ethical requirements for professional accountants. The board also provides adoption and implementation support, promotes good ethical practices globally, and fosters international debate on ethical issues faced by accountants.
