Tax revenues not only fund the most significant portion of government expenditure, they in fact reflect the implementation of macro and fiscal policy. The Annual Tax Statistics issued by SARS give us crucial insights into how macro and fiscal policy, as adopted in the Budget, is implemented and what are the outcomes. Panelists:

    • Justice Malala – Political commentator, newspaper columnist, television host, executive producer and author.
      He writes regular weekly columns for the Financial Mail and TimesLive. He is a political consultant to Lefika Securities. Malala is a regular contributor to the Guardian in London and his work has been published in The Washington Post, the Financial Times, Wall Street Journal, Times of London and others. Malala presented The Last Word, a daily, late night special election show on eNCA, between 25 October and 5 November 2021. Malala was formerly presenter and executive producer of the longest-running political talk show in South Africa (The Justice Factor on eNCA). He was general manager of Times Media Group’s magazines division and the Publisher of the Sowetan and Sunday World newspapers. He was the co-founder and editor of ThisDay, a quality, upmarket South African daily newspaper.
    • Colin Timmis – Country Manager of Xero South Africa
      Colin is Country Manager of Xero South Africa, leading business operations and growth across the country for the last three years. Prior to this, he was Head of Accounting at Xero. Colin is passionate about driving the accounting industry forward and equipping South Africa’s SMEs with the digital tools they need to thrive. In 2011 he founded the country’s first ever cloud accounting practice – Real Time Accounting – and later became the first certified Xero advisor in South Africa. In 2013, Real Time Accounting became Xero’s first Global Gold Partner, and by 2014 it had offices in Cape Town and Johannesburg. Colin has also worked at global accounting firm BDO and is a SAIPA certified accountant.
    • Dr Sharon Smulders – Project Director: Tax Advocacy
      Sharon is primarily responsible for tax advocacy at SAICA which includes the development of tax legislation in South Africa by commenting on proposed legislation. She engages with the media and various stakeholders in this regard including the Tax Ombud, SARS, National Treasury, Parliament and other international organisations such as the OECD. She is also responsible for the various tax technical committees at SAICA which include the Transfer Pricing, VAT, Employees’ Tax, Carbon Tax and the Exchange Control Committees. Previously, she was an Associate Professor in the Financial Intelligence Department at UNISA, Head of Tax Technical & Research at the South African Institute of Tax Professionals, an Associate Professor in Taxation at the University of Pretoria and a manager at Deloitte.
    • Khaya Sithole – Chartered accountant, academic, activist, writer and radio host
      Khaya S Sithole, is a chartered accountant, academic, activist, writer, and radio host. A graduate of UKZN and Oxford University, Khaya’s work in the media arena includes political and economic commentary, corporate events facilitation. He is the radio host for the popular Power Business show on Power FM, a Johannesburg-based radio station. Khaya is a regular contributor on politics and finance for eNCA, NewzRoom Afrika, Open News and the SABC and writes columns for the Business Day, the Mail & Guardian and Fin24. Khaya served on the boards of JSE-listed Stadio Holdings Limited where he chaired the audit committee; and Tshikululu Social Investment’s audit committee. He currently serves on the boards of Lefika La Phodiso (The Art Therapy Institute) where he serves as the board chairperson; the Executive Committee of the Council for the Advancement of the South African Constitution (CASAC), the board of the Association of Black Securities and Investment Professionals (ABSIP), and the Financial Sector Transformation Council (FSTC) as board chairperson. Khaya is a current holder of the Atlantic Fellowship for Racial Equity focusing on identifying and crafting solutions for racial inequalities in the education and economic sphere.
